Celeste, from TO, was probably still considered a witch because she was in the body of a witch in her own coven, and she had to practice spirit magic either because of the body she was in or because practicing magic without the spirits would have angered them. The ancestral spirits might have been fine with Celeste possessing innocent witches because she was so powerful and she appeared to serve them. If Celeste put herself in the body of an ordinary human, though, and practiced magic without spirits, I think she would have been considered a traveler.
